The following are instructions for viewing markups made to DWF files in AutoDesk Design Review through the use of a dockable tool palette inside AutoCAD.

Open the AutoCAD .DWG file associated with the marked up .DWF, or...
With a blank drawing open Select Load Markup set... from the File pull-down of AutoCAD, or...
Type Markup on the command line, or...
Pick the Markup Set Manager (Ctrl+7) icon from the Standard toolbar.
The Markup Set Manager will display as a floating tool palette the first time it is opened in AutoCAD.
Dock the tool palette within AutoCAD and select Open from the drop-down list at the top of the dialog box.
Browse to the location of the markup DWF file and pick Open. (The DWF file will not load in the Markup Set Manager if no markups have been saved.)
Double-click the DWF file name in the Markups list to view. The original .DWG file used in the creation of the DWF will open in the AutoCAD session.
The full file path information of the .DWG used to created the .DWF remains with the DWF. If the base .DWG file is moved to an alternate network folder after the DWF is published, the link to the drawing to be used in the Markup Manager will not operate. DWF files created with AutoDesk Design review or those DWF's with broken drawing links will open with AutoDesk Design Review when selected in the Markup Manager.
Pick on the "+" sign next to the DWF files name to expand the drop-down list of markups.
Double-click a markup from the list to zoom to it's drawing location. (Note: if the markup was made to a paper space layout tab, it will become the current view in AutoCAD).
Information such as markup status, creator, history, and notes can be found in the expanded Details list.
Most markups will be made to the paper space layout tab. Most drawings however, exist in model space. Either work revisions through the paper space viewport, or toggle between paper space and model space to complete markups.
Remember to change the Markup status appropriately (For Review, Done, Question) as the markups are completed.
When markups are complete, Republish the Markup Set through the Markup Set Manager to retain the Markup History. (Note: using the Publish method outlined in Creating DWF files with the Publish function of AutoCAD removes any Markup History).
